The Reason:

Energy efficiency is cheaper and cleaner than building new power plants.  Putting more money in small business pockets and less money in Xcel's pocket simulates the local economy and reduces our carbon footprint.  

A Brighter Idea:

Spectrally enhanced lighitng is perceived as brighter than traditional yellow lighting.  Therefore fewer lamps and lower wattage lamps can be used to save even more energy with little or no incremental costs.  Daylighting studies show improved performance.  Light and Health Studies suggest that lack of blue wavelengths are related to sleep pattern disorders and seasonal affective disorder

$20,000,000 MORE DOLLARS AVAILABLE FOR GREENWASHING IN BOULDER

Boulder County has received an additional 20 million in ARRA Stimulus funds to leverage into simulating our local economy.  The are looking to spend maybe $3,000,000 in delivering energy efficiency services and bonus rebates and incentives to reduce water, energy and carbon to local small businesses and homeowners.  With utility rebates and the owners costs this will pump maybe 9 million or so into energy and carbon efficiency in the local economy.  Whats more, this investment pays back multiple times in short order  and has the opportunity to create local green jobs.   In addition they may be spending $12,000,000 to update/retrofit  city and county facilities.  University and school districts are not eligible.  Most of this money will likely go to out of state consultants and multinational Energy Service Companies, But it's a start. 

On the residential side, they will subsidize and install low flow devices etc for saving water and light bulbs etc for saving energy.  They will encourage buying Energy Star Appliances, new energy efficient air conditioners and furnace tuneups, programmable thermostats etc with substantial discounts and rebates.  If the Utility has a rebate program, if the water district has a program, it will likely qualify for these Green Jobs Stimulus rebates.  The Eco Geek Techs will need some idea of water conservation opportunities to make informed referrals.  They will likely

On the Commercial Side.  They will rebate up to 70% of a projects installed costs, up to $10,000 per project.  Prescriptive rebate from Utility are required.  This means that lighting projects can be designed that will payback in 1 year or less, and receive 2 checks back totaling 70% of the cost of the equipment. 

Imagine that all new new "soccer mom" commuter electric vehicle costs $50,000 at the dealer and they were going to give you a check for $35,000 in rebates and a 3 year/5 year warranty.  So the car only costs you $15,000  after rebates.  Would you be interested?  Now imagine the car saved $15,000 in gas in the first year, and every year for the the next 5 years or more.   Again would you be interested?  

That's kind of what they're doing with with regard to encouraging lighting efficiency. HVAC tuneups, insulation and air sealing, air compressor efficiency and Variable Frequency Drive motors.  even LED's will get rebates.  Likely a whole range of water conservation devices will also be appropriate as saving water is saving tons of energy and carbon. 

I think I'd like to order one of those EV's (work vans) please.  How much did you say 70% off retail.  Plus I get to write it off my taxes in the first year.  .... Sign me up.

That's because the incandescent light bulbs we've relied on for over a century will have to become much more efficient to comply with EISA's new performance levels, which will be introduced on a staggered basis beginning in 2012 with the phase-out of the popular 100W incandescent lamp, followed by the 75W, 60W, and 40W bulbs phased over two years. The end result will point consumers towards more efficient lighting alternatives, such as CFLs and LEDs. "

"The ultimate effect of phasing out inefficient light sources will be significant national energy savings and a shrunken carbon footprint. However, without an effective consumer education process, these new performance levels could cause considerable confusion. More details on the new consumer education initiative will emerge in the coming months as planning evolves, and DOE expects to formally launch the new initiative this Fall."

National Resources Defense Council named twenty-two U.S. cities "2010 Smarter Cities" for their investment in green power, energy efficiency measures and conservation by the Natural Resources Defense Council's online resource center, smartercities.org.  I note that neither Boulder nor Denver made the list.  Fort Collins did so while Boulder is content to sit on its not as green as you think laurels, and Denver likes to talk the talk, the aggies up at CSU are making the most progress.  It helps that they have a Municipal Utility.  It helps that they are so close to windy Wyoming.  It helps that they have the Green University.

A Brighter Idea.    A Standard size F32-T8 high output full daylight spectrum energy efficient bulb that fit in standard 48" fluorescent lighting fixtures. They are rated for 24,000 hours with 5550 Kelvin and 93 CRI. They are somewhat brighter and whiter than standard fluorescent bulbs and have a full spectrum daylight color match. These bulbs also offer energy savings in that these bulbs only use 80 to 90% of the power of a standard 32 watt bulb. Many common bulbs we tested in a 2 bulb fixture with a workhorse 3 ballast, draw about 59 watts. Changing the bulbs to SunWave T-8 Plus tubes and the power required drops to 51 watts. A savings of 10%. Another test with a four bulb fixture yeilded 37% savings. Just by changing the bulbs.

Research on vision suggests that we have more to learn about the eye and energy efficiency Many engineering and architectural texts contain an incorrect view of how the eye deals with light. In these texts one encounters the correct statement that our eyes have two types of photoreceptors, namely cones and rods, along with the erroneous statement that the cones are responsible for day vision and the rods responsible for night vision. Vision scientists have long known that this segregation of day and night vision is overly simplistic. Nevertheless, until some recent efforts by two pragmatic scientists, the significance of a better understanding of the workings of the eye for lighting practice and lighting energy efficiency had been entirely overlooked.

The DOE is Commercial Buildings partnerships have developed several templates and best practices recommendations. 

The DOE is working hard to assist in the development and commercialization of LED's so we don't have a repeat of the mistakes made during the introduction of cheap low quality CFLs. more than 20 years ago.  LED technology is rapidly becoming the technology of choice both with regard to efficiency, and with respect to maintenance and lifecycle costs.

Areas of Use   

Spectrally Enhanced and Full Spectrum Lighting is perfect for Office/Warehouses, Schools, Classrooms, Retail and other facilities where a daylight match and lower energy bills is desired.

Boulder Community Hospital uses them at Nurses stations, in the ER the OR and the Mom And Well Baby Unit. They are also used in Sterile storage rooms and even in the Pharmacy and in basement offices without windows. 

The UMC at CU uses 5550K Sunwave lamps every where they use T8's except for the kitchens.  The cooks in the kitchen don't like the light.  and the yellow lights yeild higher Foot Candle readings as the blue wavelengths are not measured in lumens.. 

UNAVCO (The University Navstar Consortium) uses the 5550K lamps in their offices in 2x4 troffers and in Suspended Direct Indirect Pendants. In the warehouse they use 5000K Spectrally Enhanced Super T8's

NEON (The National Ecological Observatory Network) uses them in their Offices out on Airport Road, and is looking at retrofitting a newly leased 44,000 square foot Tech Building. 

Blue Mountain Arts uses 5550K Sunwaves in their Offices and Art Department and 5000K Super T8's (in 6 and 8 lamp highbays) with occupancy sensors in their 200,000 square foot warehouse.  At the warehouse we were able to save 56% off the lighting power density and even more off the light bill.  Using the Xcel Energy Lighting Redesign Program we were able to secure $30,000 in additional rebates for a total of $60,000 in rebates.  In this case we were able to get more savings and a substantially larger rebate compared to the simpler prescriptive program.

At NREL, Aaron Ptak and Matthew Young use the 5550K 93 CRI lamps in their labs in the old SERF building. 
 

 
Boulder County Enegy Smart at Work Program will likely start in November 2010.  It will pay a bonus rebate of up to $10,000 or up to 70% of the inventment.  There is a requirement to Pay Davis Bacon Wages.

Why Full Spectrum?  

Not All Spectrally Enhanced Lighting Products are Created Equally.

The Phosphor-Lux phosphor mix used in Sunwave Lamps is a proprietary blend resulting from years of research, development and testing. It produces the most technically accurate "Full Spectrum" Daylight color match. It is only available with American Environmental Products SunWave lamps and some private label lamps.  It costs as much as some entire lamps to use these rare earth phosphors but Color rendition Index and Scotopic/Photopic ratio and Rated Life are as good or better than anything else out there.  93 CRI is clearly better than 82 CRI provided by the less costly and less accurate industry standard mixes.  The Wattage used by the T8Plus is clearly lower than standard 32 Watt T8's.  These lamps use a combination of 5 rare earth phosphors that include both narrow and wide band spectral emission which gives a smoother spectral curve. Other commonly available bulbs typically feature a tri-phosphor mix. The additional wide band phosphors gives these bulbs their bright white daylight color match. The white light stimulates both eye's rods and cones resulting in various ergonomic benefits. These bulbs are also a perfect upgrade for less energy effective F32 T-8 fluorescent lamps in homes and offices or wherever the best reading or most energy effective task lighting is required. Recommended for working on computers or for other visual tasks where bright color correct light is desired.

Studies have shown that full spectrum lighting can affect retail sales, employee productivity, student test scores, health and well being. The light from these full spectrum bulbs makes it easier to read, reduces glare, and improves visual acuity. Often this results in increased sales, higher employee satisfaction, reduced stress and fatigue, and over all higher productivity. In addition, we are just now learning about the benefical effects on human circadian rhythms, reduction of melatonin production, and other health benefits from Full Spectrum light including small amounts of UV radiation.
